These days any sundry person comes and blames it on India's cleanest (like green clean energy) Prime Minister Manmohan Singh (Manuji). However, following the tradition of 3 monkeys of Gandhiji he doesn't say a word on these controversies.

Controversial appointment of ex-bureaucrat P.J. Thomas as chief vigilance commissioner

Prime Minister Manmohan Singh said that he was 'not aware of any irregularity' (as usual) but took 'full responsibility' and was 'accountable' (as usual) for the decision as opposition cornered him about the controversy.


ISRO Spectrum Controversy

Comptroller and Auditor General's (CAG) estimates of Rs 2 lakh crore loss to the exchequer due to an agreement between Indian Space Research Organisation's (ISRO) commercial wing and a private company in 2005. ISRO is directly under Prime Minister.


2G Spectrum Scam

A. Raja, his secretary Siddharth Behura and Shahid Balwa (A Raja's devotee and promoter of DB Realty) all said in a one voice that PM was aware of everything.


Lokpal Bill Controversy

PM said last month that he is of the view that PM should be under Lokpal. However, he forgot that next would be PM Rahul Baba's mummy Madamji would get angry. He clarified later in the Parliament that PM should not be under Lokpal which made Anna Hazare furious. Anna said it was really sad that our PM is a liar.

Although, A. Raja is now going through a serious battle with Kapil Sibal (Sibal Uncle), his devotee Swan Telecom's promoter (currently Etisalat-DB) Shahid Balwa has no issues in using Sibal Uncle's well known Zero Loss Theory in the court.


Shahid Usman Balwa of DB Realty argued before the special CBI court of O P Saini that he didn't cause any loss to the exchequer (?) and quoted PM Manmohan Singh and Sibal's statements, wondering how the CBI could book him when both the PM and the telecom minister "have said that there was no loss in the 2G case" (ha ha ha). He told that selling stake in Swan Telecom to Etisalat was just a reward for his entry in such hopelessly unviable industry which was required attention from the corporate for building social network. He said that even he maintained that in the page Corporate Social Responsibility Programme on DB Realty's Annual Report. However, CBI in spite of his innocence and so much social work has arrested him and the court is denying his bail.

He thanked to the CBI for choosing him as the first high profile corporate accused in the 2G spectrum scam which will improve is brand presence across all the Page-3 parties. However, he said that he really felt absence of Tata and also asked CBI to invite him to join him in Tihar. He said "I am just a small fish.. might have contributed for small loss to exchequer but due to Tatas, the exchequer suffered a loss of Rs4,930Cr while Swan Telecom is placed seventh in the alleged list with its contribution Rs2,624Cr. The highest contributor of loss is Tata and he can also join me.

"Tata was the only company to sell secondary equity. They earned Rs 12,000 crore from it, out of which Rs 3,000 crore went into Tata Sons' pocket while only Rs 9,000 crore was put into the company," Balwa said.
 
"Sixteen months after the FIR was registered, the PM gave a statement in Lok Sabha that there was no loss in the 2G case (?). The government of India is the main victim in this case. Why didn't the CBI write a letter to any minister or relevant person in the government who could tell about the actual loss to the exchequer," Balwa's lawyer Majid Memon asked, seeking his client's discharge in the case.

Balwa accepted greatness of Sibal Uncle

He added that telecom minister Kapil Sibal had categorically stated that there was no loss in the 2G case. "Who can know better than him? He is a responsible minister and hence will not make an irresponsible statements... he made the statement after he got the feed by a team of his people," Memon said.

Balwa contended that his incarceration had spoiled the investment climate in the country and caused alarm worldwide and many international agencies were contemplating sending observers to monitor the trial. "A wrong message has gone to the world by jailing Balwa. Members of International Bar with Amnesty International want to send observers. So do members of Fair Trial International and United Nations human rights wing," Memon claimed. The observers wanted to monitor the trial as "they are wondering why corporate accused charged under these offences continue to be in jail so long".

DCFC reporter asked a senior political analyst that why every minister, non-minister, every politician and corporate like Balwa is saying that the investment climate in the country is spoiled. That means Manuji, Sibal Uncle, Salman Khurshid (Salman Bhaai), A. Raja and Shahid Balwa didn't want this case to be opened and they can always get free from all the accusation otherwise it will hurt investments. The political analyst keeping anonymity said that it's not just the investment climate but they want this case to be closed ASAP. However, daily developments are not able to keep people eyes out of this case. He also gave an example of Mumbai Terror Blasts on 13/7 were forgot by the Indian people and media immediately after the arrival of Hina Rabbani Khar. He said that out of long experience of Congress these leaders learnt that the memory of Indian people is very short like Suresh Kalmadi (or for that matter Ghazini) and which they are trying to play.

Balwa said that CBI's entire case was based upon the loss to the state exchequer but the government clearly stated in Parliament that no loss was suffered and instead tele-density in the country increased in 2010 from what it was in 2004 (as it was just because addition of these new players of which many have not yet rolled out fully, Balwa Uncle please don't make fool of us). "The PM simply supported a policy that was entirely consonant with TRAI recommendations and the 10th five-year plan (for 11th Five year plan, ha ha ha), which talked of increasing tele-density, non-revision of prices and not to auction spectrum. We are not saying PM (?) supported wrongdoers (?). He just supported the right policy (great… Chor Machaye Shor)," Balwa argued.

He also slammed the Comptroller and Auditor General's (CAG) report, claiming the then external affairs minister Pranab Mukherjee (New Name to the case) and then solicitor general G E Vahanvati were aware of A Raja's telecom policy. Balwa claimed the duo was aware of the telecom policy and the PM (again PM… hmmm) endorsed all the decisions.

He accused the CBI of withholding (kya CBI, that's why Anna Hazare is asking government to keep CBI reporting to Lokpal and not PMO) from court crucial documents that disclosed a discussion between Mukherjee and the then solicitor general on the allocation policy. "There was a personal discussion between the then minister of external affairs (Pranab Mukherjee) and the solicitor general (G E Vahanvati) on the allocation policy. CBI should place all the documents before this court."

Accusing the CBI of leaving influential persons untouched, Balwa said, "I am here because of my business rivals. Certain powerful people have not been touched. There are making me shahid just because my name is Shahid (sob sob sob)."

"What is so wonderful about it as they got only 85% votes. I am surprised that why is it not 100%? They are being very modest, I think they are doing a lot of injustice to themselves," inventor of Zero Loss Theory, ex-friend of Tamil Hero look-a-like A. Raja and 360degree leader Kapil Sibal (Sibal Uncle) told reporters on the sidelines of inaugural session of Australia-India Education Council. He challenged Anna Hazare "In my last elections I got 100% votes from my constituency, Let Anna Hazare come to the election ring against me, I will easily defeat him."



One of the members of Civil Society accepted that they could collect 85% votes as Sibal Uncle, his family and all his relatives weren't in favor of Jan Lokpal Bill. The member said "the gap is because Sibal's family members and relatives were against the bill. The gap of 15% is because of this only."


Sibal Uncle said celebrating his victory "Don't dare me to challenge. I am the tiger of Chandni Chowk, come fight me in the election ring. And don't call 85% as overwhelming response as I got 100% votes in the last elections." 

Center made a fun of Suresh Kalmadi

"What will he do in Parliament? He does not remember anything about his constituency," solicitor general AS Chandiok representing the Centre, while opposing the Suresh Kalmadi's plea for permission to attend Parliament said "Kalmadi says he suffering from loss of memory." DCFC Reporter was shocked on Chandiok's statement as Ghazini fame, Diggy Chacha's beloved and innocent brother Suresh Kalmadi (Suru) said that he had no problems in his brain but in his heart. Suru Uncle's lawyer Ashok Desai did not take it lightly and shot back "This is not the kind of statement expected from a senior law officer of the government. If someone has an infirmity (?), it should not be made fun of." However, these contradictory statements can hardly be understood. On one side, Suru Uncle said he has no problems in brain (as there is no brain in his skull) and now his lawyer is saying that he has problems.

However, CBI (an inhumane agency to good and innocent culprits) had other problems. It said he (Suru Uncle) was making all attempts to get bail indirectly (what is the secret for bail plea?) as trial court had denied it. It said he might interfere with the probe by influencing witnesses if given the liberty to attend Parliament. The agency said if at all the court was inclined to allow him, it must be directed that he is kept under strict observation with several restrictions imposed.


Justice RS Endlaw, after hearing the arguments reserved his judgment on the plea.

Government to send Kalmadi's report to Guinness World Records; admitted in Aiims

After a brief check-up at the hospital last week, young and dashing politician, Ghazini fame Suresh Kalmadi (age only 67 years) was admitted to the cardio neurosciences department at Aiims late on Monday afternoon for a detailed medical examination. According to sources, Suru Uncle's first medical report showed that there is no brain, which was the first of its kind of medical case in the history of world medical sciences. Government is planning to file to report it to Guinness World Records before which it is taking all the precautionary steps. The government also plans to make a detailed study to understand that how Suru did operate such important posts in spite of the absence of brain.

“Lokpal Bill is not Jokepal Bill,” confirmed Sibal Uncle

"No… no it's not a Jokepal Bill, it's Lokpal Bill only. I think there is some typo," inventor of Zero Loss Theory, India's best lawyer, Kapil Sibal (Sibal Uncle) sincerely said.

He said "the government has shown serious efforts to formulating Lokpal Bill (popularly known as Jokepal Bill)
and listed out a slew of salient features of the Bill and stressed that it was a very effective Bill and a first (?) in the history of democratic India and not a joke at all. A first in the history of democratic India, and still it is not a joke, interesting.

In an open discussion on a TV show (with harmless questions), Sibal Uncle projected the Lokpal Bill in a very good light and listed out its myriad features which have been introduced "for the first time in India's history (however, he conveniently ignored that who told him to introduce bill)."

On being asked to react on Anna Hazare's vehement rejection of the bill and his oft quoted tag of "Jokepal" instead of Lokpal, Sibal started by saying that "It is for the first time in India's history that all the ministers are under its purview (he didn't maintain why earlier Congress government, forget 20 years back but the same Congress government 2-3 years back didn't introduce). For the first time in India's history, a separate prosecution wing with no link to the government will be under Lokpal's ambit (with no powers… ha ha ha). An investigation wing, for the first time in India's history, will come under its jurisdiction (same thing, with no powers). Any sanction will not be needed, again, for the first time in India's history, for the prosecution of any minister (great, but its minister only and not prime minister)."

"If you put the PM's office under its purview, there will be allegations against him on a daily basis (ha ha ha, why would anybody alleged PM every day. Does Indian public have so much time to do all these things?), given the sort of politics that prevails here (this means he is really worried about the current situation of Manuji who is facing accusation from Raja kind of people). In such a situation, will the country be governed properly, ever?" said Sibal. DCFC reporter asked a Congress Spokesperson "does Manuji function government properly now?" However, he said "this is a public forum and Uncle should be asked with harmless questions. The questions are already decided and Uncle has done his homework by mugging up the answers to those questions. So please get lost out of here with your sarcastic and funny questions. Uncle is already irritated with DCFC."

On being asked if there was no corruption in the Judiciary, and why should it not come under Lokpal's ambit, Sibal Uncle said that many towering names in the Judiciary were of the view that it should not be kept in Lokpal's purview.

"The likes of GS Varma and MN Venkatachaliah, who have been former Chief Justices of India, have said that the Judiciary should be out of the purview of Lokpal," said Sibal Uncle.

"We are bringing a separate Judicial Accountability Bill, which is stronger and the whole Judiciary will be under its jurisdiction," asserted Sibal Uncle. However, he didn't maintain time line (Lokpal Bill took almost 50 years to come in front of Parliament) and how speedily it will do justice.

SibalNama Episode-7 – “Split between 2 best friends, Sibal Uncle accepts Raja’s wrongdoings”

"P Chidambaram (Chiddu Uncle) did not watch A Raja's wrongdoings ("?") with his eyes closed and that his ministry had sent a letter to the PM which said…" inventor of Zero Loss theory, Kapil Sibal (Sibal Uncle) said "there must be a Price-based indexing, but the minister (A Raja) did not comply. The minister later assured the PM that he was following the same policy which had been in place since 2003, since the NDA regime and licenses will be distributed equitably and transparently (ha ha ha)."

However, Sibal Uncle didn't clarify about his sudden realizations of wrongdoings of Tamil movie hero look-a-like great A Raja. Sibal Uncle also kept mum that how suddenly he felt that price-based indexing was the right thing as in earlier sections he talked in details that how auction based pricing was harmful for bringing competition. Uncle's 360 degree turn (about 360 degree turn please read our Episode-6 – "The Turning brains") was not shocking as Raja, last week reiterated the point that Chiddu Uncle and Manuji knew everything about the 2G proposals. DCFC reporter asked a senior Congress leader as why Sibal Uncle looked so painful. He told the reporter that Raja and media are the major reasons. Raja, who didn't obey Sibal Uncle's order to keep his mouth shut and media whose mouth can't be held made him feel miserable.

He said "Uncle invented Zero Loss Theory for this guy (Raja) for which he worked around or even more than 24 hours. Uncle also got support from senior Congress leaders like Salman Khurshid (Salman Bhaai), Diggy Chacha and opposition leaders like Jaswant Singh. Everything was going very fine but this guy was so much in a hurry that Sibal Uncle hardly had any option left."

Clarifying the PM's role, Sibal Uncle said that it was "not the PM's duty to sit in every minister's cabin (no not on head which our ministers don't have) and supervise the proceedings." However, he didn't say anything about PM's role in Indian government apart from his foreign visits.

Declining to comment further on the topic, Sibal Uncle said "It (to comment on A Raja's submissions in the court) is harmful for the media, the democracy and the entire judicial system. The court and only the court will decide on it."

Sibal Uncle also enlightened Indian people on deteriorating stock market scenario and the FDI outflow in India and straightaway blamed media.

"It is because of the media. You people (media) project the things in a very bad light before the people (?)… You create a disillusion (?). If this continues, it would be very harmful for the economy," said Uncle. However, he didn't elaborate on how the media was the only culprit and others like Raja, Kalmadi and Kanimozhi weren't.

He was very furious for the entire role of media. On being asked why the Indians were investing more than 60% outside the country, Uncle said media was to blame for this as it had resulted in tarnishing of the image of India as a country where corruption is rampant. Wow Sibal Uncle, this is not the right thing. You were the only person who came with (idiotic) Zero Loss Theory; you only supported asked court to grant bail to A. Raja; now you only tell us that Manuji and Chiddu Uncle never supported Raja's wrong doings (who was innocent for you sometime back) and entire blame you want to put on media's shoulders. Not justifiable boss.

"Who will invest his money here if he feels that the investment will land him into Tihar?" questioned Sibal.
DCFC reporter asked the Congress leader that does Uncle mean that he feels all the corporate which are in Tihar jail were innocent and they were doing social work by putting (cheap) money in the telecom sector. The Congress leader said that no he didn't mean that way. He was just elaborating that these companies in spite of so much unattractiveness (?) in the sector had invested their money just to increase India's telecom density and lower tariffs, media should not be so much critical every time.
One Congress Party insider said that Sibal Uncle is feeling a lot of problems that because of media attention getting bail to all these billionaires is getting impossible. Earlier Salman Bhaai also stressed on this part that the court (no not court but government) is under pressure because of media which resulted into denial of bail to culprits in 2G scam.

"Media should work within its limits. It's not free speech. It's commercial speech," he advised media.
